Code Compliance Overview
Zoning Compliance
Zoning regulations address various neighborhood and commercial property concerns. Common residential issues include parking on unpaved surfaces, improper outdoor storage of junk, and recreational vehicle (RV) storage. Commercial zoning matters cover permitted property uses, signage regulations, and landscaping requirements. Violations typically require correction within 1 to 10 days, depending on the nature and severity of the issue.
Junked Vehicles

Junked vehicles—those that are inoperable, have expired registration or inspection, and are visible from public property or a public right-of-way—are considered a public nuisance under city code. The abatement process begins with a formal notice issued by the Chief of Police or a designee to the vehicle owner, lienholders, and property occupants. A minimum of 10 days is given to remove or remedy the nuisance.
If the issue is not resolved, the vehicle owner may request a hearing before the Municipal Court. The presiding judge determines whether the vehicle meets the legal definition of a junked vehicle and, if so, may issue an order for its removal. If the nuisance is not abated within the court-ordered timeframe, the city may remove and dispose of the vehicle. Certain exemptions apply, including vehicles stored entirely out of public view or vehicles preserved by licensed collectors or dealers in compliance with city regulations.
Weeds and Rubbish

This category addresses overgrown vegetation and the accumulation of junk or debris. Property owners are responsible for maintaining their lots—and adjacent public areas—by keeping vegetation below 12 inches and disposing of waste properly. Notices are sent by mail and posted on-site. Properties that remain in violation upon reinspection are placed on a mowing list and may be subject to abatement by city-approved contractors.
Substandard Structures

The Property Maintenance Code governs the condition of buildings and properties, including those that are vacant, unsecured, partially demolished, or otherwise unsafe. This code also applies to occupied homes showing signs of structural deterioration. Cases are reviewed by the Substandard Structure Commission, which may issue repair, removal, or demolition orders based on the severity of the violation. Compliance deadlines vary depending on the complexity and risk level of the case.
Animal Control

Animal Control services focus on the safety and well-being of both residents and animals within city limits. Common concerns include loose or stray animals, barking or nuisance complaints, aggressive animal behavior, and violations of pet ownership regulations such as licensing, vaccination, and leash laws. Officers respond to complaints, conduct investigations, and may issue warnings or citations. In cases of public safety risk, animals may be impounded. Ongoing violations may result in hearings and enforcement actions in accordance with local ordinances.
